tente assim
Set rst = New ADODB.Recordset
axsql = "SELECT * FROM tabcOTACAO WHERE Codigo='" & txtCodigoCliente.Text & "' and ItemFechado = " & "SIM""
rst.open axsql, conexao

se não funcionou, pode ser que vc tenha que fazer uma alteraçãozinha...
no seu textcódcliente.
crie uma variável x que receba o valor to textbox
x=val(textcódcliente) e substitua no select o textcodcliente por x
